Goa Rolls Out AI Chatbot, Lays Roadmap for AI Mission 2027

Goa has launched the first phase of its artificial intelligence strategy by integrating an AI-powered chatbot into government operations, marking the beginning of AI-led governance reforms in the state.

The initiative is part of the broader Goa AI Mission 2027, spearheaded by Chief Minister Dr. Pramod Sawant and presented by Information Technology Minister Rohan A. Khaunte. The mission outlines a structured roadmap to position Goa as a leader in AI innovation in South Asia.

Khaunte said the state’s strategy rests on four key pillars: Skilling, Startups & Companies, Capital, and Government Policy & Infrastructure. Together, these aim to create a citizen-centric, industry-aligned ecosystem that fosters inclusive innovation.

Central to the plan is the formation of the Goa AI Mission Council, which will draft a new AI policy and chart the state’s long-term AI strategy. “A Section 8 company has been proposed to give speed and wings to the Mission. This will also give the entire Mission a legal standing,” Khaunte noted.

The minister also announced plans to establish Centres of Excellence (CoEs) and AI Labs across the state to encourage research, training, and innovation. An Advisory Committee will support the Council in ensuring effective implementation and industry-academia collaboration.

Khaunte emphasized that the newly introduced AI chatbot is a first but significant step toward embedding AI into public administration, with wider applications and infrastructure to follow under the mission’s phased rollout.
